In my experience its dependent on both the property and the front desk person who checks you in.
For example, while I am rarely upgraded to a suite in general, I've never not been upgraded to a suite at the Mayflower.
Also, while many fs Marriott brand properties have few suites, a number of Renaissance brand fs properites have numerous suites. Obviously, your likelihood of getting a suite upgrade is greater when the property has more suites.
