Thanks for the responses. By way of feed-back, although it's not clear on the literature and on-line form, foreign (to UK) residents can be added as supplementary card holders -- but card must be delivered to UK. They still get all insurance privileges.
On the second note re: minimum age, at least for UK plat, supp card holders must be over 18 years of age.
