I asked UA about this, and the 1K rep said that when a fare rule states that it's not upgradable, it means
nothing can upgrade it. If you buy a travel agent discounted W class fare, and it's printed on the ticket that it's non-upgradable. It means exactly that, even if the fare class is suposedly upgradable. The rep said that's the rule,
BUT she said many many agents overlook that and still upgrade a person with an SWU anyways.
