The airlines understandably want access to people to "pass the buck" for blame.

For the CIA portion who knows why they didn't just go for J.C. Black who could say just what the airlines require as a defendant in the civil suits related to 9/11. [IIRC his father worked for PanAm during those days where PanAm had a good number of pilots and station management on good terms with CIA station folk too. It's not like pilots and CIA employee social hour at the InterContinental never opened up employment opportunities for the next generation. Likely, he'd be sympathetic to the defendants.]
