I don't think the evidence supports that.
Citibank is the one who offered me a credit card deal which says I get reduced mileage awards. Citibank is the one whose website says that the reduced mileage awards will be available 4-6 weeks before the start of the quarter.
Granted, AA may also be responsible, but I signed a deal with Citibank on the basis of their offer. If they are being prevented from honoring those terms because of AA, they should:
a. stop making the offer
b. Notify AA that they're in violation of their agreement - and get the lawyers involved, if necessary
c. Apologize to people who relied on this offer and don't get what they were offered.
Since Citi has not done these things (other than a few sporadic apologies), I don't believe Citi is serious about honoring the reduce mileage award terms in their contract.
Class action suit, anyone?
