The unions may have something in their contracts to allow it.
Even if that's not the case, I believe that in some states (e.g., California) it is illegal to prevent workers from wearing union buttons (provided they are of reasonable size), while in other states (e.g., Texas) it is permissible to prevent employees from wearing union buttons.
