First: Internationally: Remember the little "Tax Free Shopping" flag outside tourist boutiques? They can get sales tax / VAT refunds for 35 countries. That is probably the place to start, with the names of those countries, and then look for their governmental link. Global Refund does also have some other refund resources to get them quicker, consolidated, etc.

Other states just don't have a sales tax: Alaska, Delaware, Hawaii, Montana, New Hampshire
