your right (well spotted!) the RAF currently own the runway and base which is one side of the site, but Cornwall county council own the commercial airport buildings which are on the other side of the runway!
Currently the Council is putting together a funding package with the help of £11 million from objective one with a view to buying the site off the mod and to help pay for things like atc and fire cover which are currently provided by the mod.
