They'll avoid any issue pretty easily by contracting it out to a company the sells airport advertising (like JCDecaux), who will guarantee a payment back to the TSA or airport authority. It'll be no different than the advertising you see in the airports now. And since the private company is selling the advertising, they will put whatever restrictions on it that they want without violating the First Amendment.

Non-issue.
