I did not read anything in that particular article that suggested that Chertoff wanted to restrict Internet usage.
The ones creating "disaffection" are the "leaders". Clamping down on the internet won't do anything. Even the Communist Chinese haven't clamped down 100% effectively on the internet. Do we think or want Chertoff to try? Not I.
