If that was the case then the situation should never have arisen- it should have been dealt either before check-in (advance seat assignments), at check-in or during pre-boarding at the gate.
This doesn't sound like a planned event based on lots of customers profile information and relative status. It was simply some last minute on-board seat assignment tweaking which was handled very poorly.
