HOT or RUSH is usually attached when the connection is tight and the baggage handler has spotted a bag that either has missed a connection or is about to miss its connection. How much time did you have in MUC?
Last bag is usually the tag put on the last piece to be sent from the MUC baggage handling center to an aircraft on the remote field. The handlers remove that tag before loading it, in your case they must have missed it...
