Pop-unders are exactly they same as pop-ups, the only difference is they do one extra thing... they push the website you are viewing in front of the pop-up.
In Internet Explorer (IE), cookies are more to do with your privacy setting rather than security, make sure you have privacy set to medium as a maximum - if you set it any higher then IE becomes useless on a lot of websites.
Personally I would recommend switching browser to
Firefox or
Opera, they both have far stronger pop-up blockers than IE and you can get rid of these unnecessary external pop-up blocking systems.
