1) What type of credit exactly does a dine of $10 or more at a Starwood restaurant get you?
No Stay Credit, but for every USD you spend above $10 in any Starwood Hotel's Restaurant, you will earn 2/3 Starpoints (dependent on your level). But this is not counted as a stay.
