Let's remember that, through Temasek, the Singapore Government has a big stake in the profitability of Singapore Airlines. Protecting SQ's brand, high standards, and profits has always been a concern. When it was first planned, one minister described the anticipated amenities of the Budget Terminal as on par with a nice bus station. LCC pax really were not wanted in T2 or the upcoming T3, it seemed. "Budget Terminal" is a fairly ignominious name-- it sounds cheap. That, I think, is the point.
