I'm pretty sure the Monte Carlo has other bars that don't charge a cover.

The real challenge in Las Vegas is finding a quiet lounge. One well-kept secret is at the Luxor, upstairs in the "fine dining" mezzanine where Isis and the Sacred Sea room are.
