To the best of my knowledge, Independence Air policy is that if you make a reservation for youself and pay for the extra seat, and the flight you take is not booked to capacity, you are entitled to a refund after the flight by writing to the company or calling the toll free number. There is a card also that you can request with all the details at the ticket counter.
