That's always been the stated policy and what you are told when you are given your breakfast coupons. But my experience is that when you get to the restaurant, they tell you that you can go for the full deal.
Been several months since I've been there however, and I suppose they could have tightened things up a bit.
Did they tell your friend this at the Front Desk, or were they advised this when they actually presented the coupon at the restaurant?
