They work at Citibanks in India for sure, I've used my BofA ATM card there in Citibank ATM machines.

Total fee is ~$3 or maybe $4, and the translation rate wasn't terrible.

They also work in Singapore, probably at any ATM in Singapore, but definitely based on personal experience in the banks with white lettering and red backgrounds (sorry, name escapes me). Again a similar fee structure.

I'd bet you'd have no issues in KL either.

International access is a major reason I have BofA personal checking.
