I just flew Zipair xSFO yesterday and this was my experience.

If you were able to get the online check in to work by scanning your passport page (which many I spoke to weren't able to do, including me), they will weigh your bags at the gate. OTW you get to the ticket counter for check in at Aisle 6 when they open 3 hours before departure. They will weigh your bags there. I purchased the extra 8 kg of weight and slid under the max of 15 kg at 14.8 kg. If possible, wear your heaviest coat and stuff the pockets with your electronics, such as batteries, phones, chargers and so forth. They will put a sticker on your baggage to show it's been inspected. Once you're past security, you can redistribute your stuff so it's easier to carry. I travel with a small laptop and all the stuff that goes with it. That bag alone was 5.5 kg.
