I'm not sure what the catering spec is on the peppers, but on 1300+ mile flights (where they're plated in the ramekin instead of the larger side dishes) I've only ever had one of them also. I'm kind of skeptical it "should" be two, but my meals are also heavy out of only a few catering stations, so my experience may be tainted by how it's done in some stations.

That plastic scoop is one of my pet peeves. AA changed the spec years ago to add separate spoons for the dessert service after they got immediate feedback when these were rolled out, and for the most part I see the FA's serve them unprompted. I've asked a couple of times when they weren't handed out and the FA's apologized and it seemed like they genuinely forgot. I've only had one FA argue with me that it was "designed" to be served that way and after a little discussion he relented and went back to the galley and handed the spoons to me and my traveling companion... But only the two of us, despite holding the whole bag of spoons in his hand in the middle of the A321 cabin. I'm usually pretty easy going (no matter how it may seem here), but that awful plastic scoop is one place I'll stand my ground.
