That phrasing is not incompatible with DM's claim that it has the highest priority (if in fact 360 priority is DM priority). Because 360s should have generally higher MQD than DMs, in practice, equal priority would tiebreak to the 360 (as would MM levels for 5MM).
That said DL has added (within the past few years) "among Medallion members" to the DM verbiage on the website, which may indicate that 360 now has an upgrade priority above DM (though the fact that in places they now mention 360 alongside the other statuses makes it more ambiguous). There is still a whiff of deliberate ambiguity here: I don't believe GS or CK threads have analogous debates.
