One has to have been extremely lucky if frequently goes through LHR and never spent more than10 mins at fastrack security. There have certainly been times the fastrack lane backs out almost into the check in hall and on occasions over the years I have opted for the general security rather than fast track because the former is quicker. Above situations are rare but there are 3 situations though which, at one point or another, most frequent travellers through T2 will encounter which will keep them more than 10 mins going through fast track.
1. Busy times of the day at LHR - usually morning and evening block of flights the lines can build up quickly if there are reduced screening stations opened (eg staff break times or staff absences)
2. When there are strikes
3. When you are selected for a hand search

It is only open at specific times of the day for specific flight connections. Most commonly this is open around 11 am to noon to catch late arriving passengers connecting to the AC flight to Delhi, but I have sometimes seen it open for the AI flight to BOM. I suspect though that they only let one through if going on the specific flight of interest.
(these discussions belong more in the LHR connections threads so maybe mods will move if appropriate)
