As of this week it seems CISF are still letting travelers into airports on the strength of e-mail itineraries or bookings without the barcode. BOM, BLR, IXE. Information from friends / coworkers who traveled (domestic & international). AFAIK none of them got any barcode or QR code by email or text before travel either. (Likely they did not even try to get them online as they didn't know about the barcode requirement... So unclear if they could have got the barcode if they wanted to, somehow.) Tickets booked by US travel agencies in all cases, some on Indigo for domestic segments too.
