If this is true then it's a significant devaluation for those of us who use Avios for the occasional upgrade.
I have bought a higher fare several times (Economy Comfort VS Classic / Convenience) because I was planning to use Avios to upgrade at the airport and the cost was lower. A 50% higher cost for an airport upgrade makes this undesirable - I might as well buy the cheap fare so QR would be losing revenue.
