Inconsistency in Avios to upgrade - online vs the airport

Hi all,
I just tried to upgrade my flight from Doh to LGW economy to business class. I live in Dubai and had a transit time of 1.5 hours.
I had planned to spend 40,000 points to upgrade based on viewing the calculator online which clearly shows 40,000 points required to upgrade (O booking fare)
when I approached the customer service desk and the Silver lounge attendants, I was told it was 60,000 points!
I have upgraded plenty of times in Doha - to Melbourne, Dallas etc with never any issues.
when I got to the gate and reported this to the duty manager, he called to request for the reason and was told that the increase in points was due to it being under 3 hours time.. I have never heard of this and find it absurd. Has anyone else had a similar experience? Qatar airways have almost surely lost me as a customer after this experience !
