I also stayed at the Sheraton Miramar probably 10 years ago and also enjoyed the hotel enough to pay a return visit the next year. At that time, it was
considerably nicer than your average US Sheraton. Valparaíso was also rather dodgy back then and old ladies there always warned me about keeping my camera out of view. But my wife and I wondered about the hills and rode the old funiculars without any problem. Believe it or not the hotel sits halfway between two Valparaíso Metro stations each about a 10-to-15-minute walk away. The Metro can be used to get to Valparaiso. Ok. I'll admit it... I'm a transit enthusiast... so must mention that I think the old trolly bus line is still operational in Valparaíso.

During my visit they had old US built trolley buses from the 1950s
My last visit to Santiago was also some time ago, but I stayed at the Ritz Carton and enjoyed my stay. What I consider to be the best location of the top hotels. The local neighborhood, although a bit bland, is walkable. Hate the location of the MO. I'm in the tired of W's and don't bother with them anymore camp.
