Sad but true. There is absolutely no rhyme or reason, nor apparantly any policy--at least not that management cares enough to enforce. It's a real annoyance, and some GAs seem to relish using this opportunity to embarrass their top tier customers, ("I SAID exit row", proclaimed ringingly throughout the gate area).
