Sorry, I'm a bit confused.

The second point says "changes" "including upgrading".

Clearly "changes" are subject to the change fee.

Unless you can find something that says what you want to do has no fee, then I would assume all changes are subject to the fare brand's change fee.

As SE, it's not something I have experience with.
