Thanks for your response. This is what I thought as well, as I've taken advantage of this several times in the past. Never had to pay a fee to request for the exchange of tickets (from Y to J when it became available), other than recalculated taxes/fees that might spill out. But this rep seemed fairly knowledeable (I am not) and confident that he was correct in telling me that it will cost a fee to make the change (eg. $100). BTW, he emphasized "exchange" of tickets several times, and that this came into effect in Nov 2020.

That's the closest thing in the terms I can find that would apply to this, but I don't like the phrasing "upgrade requests".
Thanks Cow. The second point is what I believe applies to my case, and there is no mention of a change fee to be assessed.
Or am I wrong and the the third point that you bolded is what I should be paying attention to? Do you think it means that if a J reward seat becomes available I would be calling in for a courtesy upgrade? And these are now no longer permitted (without a change fee)?
