I am sorry but I don't have an answer for your availability question - but I do have a query regarding the hotel offer.
I am looking at flights on the Etihad website for June 2024.
The Abu Dhabi Stopover offer page states that it expires 20 December 2023.
Have you found somewhere that the Stopover deal is now being offered for 2024 - or could this be the answer to your non-availability situation (?) maybe
they just haven't launched it yet for 2024 ?
