If you have free access to some other lounge in some other terminal, via a credit card or lounge pass for example, then yes. TSA will allow you through at any terminal with a same day boarding pass for a flight departing EWR. Once airside, you can take an airside bus from terminal A or C to any terminal. (In other words, you can get off the bus at Terminal B, but not get on.)
Obviously you will need to make sure you allow plenty of time to get to wherever it is you're actually departing from.
