I'm not sure how much discretion there is in practice. UA doesn't want the list run until T-30 for exactly that reason -- at T-31, they might sell someone an F seat. It doesn't happen on every flight, but it absolutely does happen.
I feel like GAs page people to receive CPUs before boarding starts fairly often.. maybe boarding starts late more often than I remember
