I doubt it. Resort fees go to the owner of the hotel. Right now, Hilton corporate gets to keep the extra points charged (a reduction in balance sheet liability) with no money going to the hotel.

But I would be very curious to see how they could spin an announcement saying "in an enhancement due to customer demand, members must now pay resort fees on award stays"
