The general rule of thumb is 90 days between cards. This is not set, and can be different. But about 4 per year max is recommended.
If you're approved for a Chase card, you qualify for the SUB. I have never seen it otherwise.
Thank you for your response! I may have mis-worded my question. I wasn't necessarily asking a velocity question, but more so of if after I've cancelled the card (and I haven't applied for a business card from Chase in a while [more than 90 days]), when would it be appropriate to reapply? Does the 90 days still apply after the cancellation?
