Why would anyone want to eat a hotel breakfast (or in fact any hotel meal) in New Orleans? There are so many better options on virtually every street corner!
Your missing the key point. By the brand standard, an RI must offer breakfast. The hotel guest should be making the decision on if they prefer to skip the provided breakfast for a better local offering. The hotel shouldn't make the decision unilaterally for everyone by not offering breakfast. For leisure travelers on a budget or business travelers with a daily expense limit for food, they may prefer to conserve the budget for other meals rather than breakfast.
