Breakfast for every guest -- regardless of Marriott Bonvoy status (or even Marriott Bonvoy membership) -- is a brand standard of Residence Inn.
If this Residence Inn's official page on marriott.com makes it absolutely clear that it does not provide breakfast, then the hotel could at least make the case that the lack of breakfast is documented (even if not justified). But it should never be a surprise.
Yes, it seems this property has just gone completely rogue.
