If by "best" you mean nonstop, AA flies PHL-FCO year-round; UA flies IAD-FCO seasonally.

There are no trans-Atlantic nonstops to FLR. Lots of one-stop connections via many large European airports.

If by "best" you mean something other than nonstop, let us know what your priority is.
