Actual TFC would be about £380 and standard avios would be 19500 each way, so the bolded line is the standard level. If you think it is good value you can pay 70k avios rather than 39k to take the cash down from £360 to £200.
The Voucher was AX 241. I wasn't aware that Avios covered airfare costs beyond Base Fare. i.e. I always thought the Avios were paying the base fare only and TF&C would need to be paid however many Avios were used!
