No it is not that. Example: My hairdresser told me (I am not Jewish) on a derogatory tone that the Swiss supermarket Migros was held by Jews (Migros' bank subsidiary had refused to grant him a loan). It is complete non sense (Migros is a cooperative) and anti-Semitic. Although it was directed to a non Jewish person (me), it falls under the scope of the definition.
