There are busses running between the two airports. There are trains as well, but if you have luggage I would recommend a bus.
Who knows the rules for December 22nd, but as of October 11th the visa waiver is in full swing again. If you have a vaccine and booster you do not need a PCR test, if not then you do need a PCR test. Your will need to download the MySOS app and upload your vaccine cert or PCR test.
