That's how I read it, although the proof will be in the pudding. It's fairly common for codeshare-type arrangements. UA and EK remain competitors, so UA isn't really interested in rewarding people for flying EK when they could be flying UA instead.
And I would not be surprised if it were miles only -- no PQP/PQF.
Having EK as a redemption option could be nice, however..
