There used to be written rules. It was the 77W lax-Mia that qualified, but this wa several years ago when there was a regular 77W every month, all year.
once they introduced 772s, it became on again/off again, and totally disappeared for a while. It was impossible to keep up with as a flyer, let alone managing a partner lounge.
