It is also possible that your FRA-FCO flight has a tarmac position, which then would include a bus ride from the gate to the plane. Unless your incoming flight is late, I would therefore go to the FCT. Also the walk from the FCL A to gate A36/38/... or A66/68 is probably as far as to the FCT.
