Courtesy of headforpoints.com, here is the BA redemption table for Economy Class flights. It appears that in the U.K., one can pay more Avios than the base redemption rate to reduce the cash component. But the base redemption rate for JFK-LHR off-peak in Economy is 13,000 Avios:
