I believe you have to pay for your ticket with the Explorer card to get that benefit..
Payment by the Chase MR branded card is not required for BE carry-on,
just being a cardholder is sufficient
For all other Basic Economy tickets, you're not allowed a full-sized carry-on bag unless you're a MileagePlus Premier member or companion traveling on the same reservation, the primary cardmember of a qualifying MileagePlus credit card or a Star Alliance™ Gold member.
Payment by the appropriate Chase MP branded card is required for checked bag waiver( 1or 2 based on card)
