I saw those numbers on J-TV a couple days ago while at the barber (I don't own a TV).
But for a laugh, here's a video I found from J-TV a few days ago set up to coddle the mindless populace into understanding that gaijin tourists aren't the disease festering barbarians they are assumed to be, and that people let in with these ridiculous tour groups can actually follow the "rules"...
(its worth noting, in case you don't understand the accent, that the English speaking guide they are with isn't Japanese but actually Chinese... and I love the staged hotel staff jogging scene on nearly empty streets at 7:55, fully geared in slacks and masks. Enjoy your run in 36 degree heat!)
