It is an actual plan; it's just not an actual plane.

As noted, airlines have flown very short routes with actual planes in the past. AL/US used to operate mainline aircraft (DC-9's) from ITH to ELM -- a whopping 32 statute miles -- as part of its PIT-ITH-ELM-PIT triangle route.
