Scenario 1 is possible. Had 2 vouchers cleared like that.
Made the same experience, but since CS told me that upgrade requests always go on the waitlist first I was a little confused, since I thought that technical, thoose vouchers go first on the waitlist and clear a little later. I also had the situation that the upgrade went through just some hours after booking.
