I wouldn't be surprised if it's actually a Schiphol limitation. Their entire luggage belt system is highly automated and bags are stored in a 'computer controlled' warehouse, until they're needed for a flight in which they're picked and loaded by a robotic arm onto a luggage cart airside.
Since there's not enough staff, they might just outright refuse doing it, but just as likely is that there's no procedure for that for pax who checked bag elsewhere, then got an onward flight cancelled and decide to travel onwards (out of NL) themselves.
